EC postpones by-poll to Anantnag assembly seat

New Delhi, Apr. 21 (ANI): The Election Commission on Thursday postponed by-poll to the Anantnag assembly seat after the Mehbooba Mufti-led Jammu and Kashmir Government raised concerns over the law and order situation.

The Election Commission had on Tuesday announced dates for holding the by-election to Anantnag (Islamabad) Assembly constituency that had fallen vacant after the demise of former chief minister Mufti Muhammad Sayeed.

While the Congress has decided to field Hilal Shah who lost to Sayeed in the 2014 assembly polls, the other parties including the ruling People's Democratic Party (PDP) and opposition National Conference (NC) are yet to decide on their candidates.

The Bharatiya Janata Party (BJP), which is the coalition partner of PDP in the state government, has said that it would campaign for the candidate of its alliance partner.

On the other hand, the National Conference said that the party leadership would meet later this week to take a call on finalizing the candidature.

As per Jammu and Kashmir Peoples Representation Act, 1957, the bye-election for a seat of Jammu and Kashmir Assembly has to be held within six months from the date of occurrence of the vacancy.

Cong workers striving for increased margin for Chandy

Puthupally, (Ker) Apr 19 (PTI) Kerala Chief Minister Oommen Chandy is yet to launch his formal campaign in Puthupally, from where he is seeking an 11th term in state Assembly in the May 16 elections, but Congress workers are already confident of his victory with an impressive margin.

Though Chandy is busy with election conventions of the ruling Congress-led UDF, his presence can be felt in every nook and cranny of this constituency which he is credited with nurturing and where he regularly conducted 'people's durbar'.

This town in Kottayam district is considered his pocket borough as Chandy is the only Congress leader in the state who have been elected 10 times in a row to the Assembly from the same constituency.

It is a usual practise of Chandy, popularly known as 'Kunjunju' among his supporters, to be in Puthupally on Sundays for the durbar, if he has no other important official engagements.

"This has been his practise for the last several years whether he is in the ruling side or in opposition. His affection for his constituency is so deep that he would never miss a chance to be in Puthupally despite his hectic schedule," said P T Chacko, a close associate of Chandy.

People's darbar is a miniature version of his popular Mass Contact programme where he used to receive petitions from people personally and take on-the-spot decisions.

The innovative statewide programme, which he conducted thrice during the present UDF term, had earned him UN recognition.

"At the darbar, at least 500-600 people used to come early morning and it used to continue till afternoon," Chacko said.

"His victory is assured. We are working for increasing the margin of 33,255 votes in 2011 polls. There is no need to introduce the candidate to voters. Every person in the constituency knows him very well," Biju, a Congress worker, told PTI.

UDF convention in the constituency is scheduled to be inaugurated by Kerala Congress (M) supremo and former Finance Minister K M Mani on April 20.

A shrewd strategist with the man-next-door image, 73-year-old Chandy has been a key player in Kerala Congress for over four decades.

Chandy was just 26-years-old when he became MLA for the first time from Puthupally in 1970 and he never looked back.

People will 'showcause' EC on May 19: Mamata

Suri (WB), Apr 14 (PTI) Reacting sharply to the Election Commission's showcause notice, West Bengal Chief Minister Mamata Banerjee today dared the poll body to take action against her and said the people of the state will "showcause" it on May 19, when the election results will be out.

"Just heard that they (EC) have showcaused me because I had said I will see inch by inch. I have said what I liked, I will again say so, thousand times, crore times, do whatever you (EC) can against me," she said at an election rally here soon after the Chief Election Commissioner said the TMC supremo has been showcaused for her promise of creating a new district of Asansol and other remarks.

Banerjee, however, claimed that the EC showcaused her for her comments that she would take on the rival parties after the elections.

"What will you do against me? You have transferred my officer, will you transfer me to Delhi? If you bury me here, I will resurface in Delhi. I will react vigorously if you intimidate me," the TMC chief said.

"They (EC) have showcaused me on the very first day of the Bengali New Year, the people will showcause them on May 19," a visibly irritated Banerjee said.

However, when asked after the meeting whether she would reply to the showcause notice, the Chief Minister said, "I have not yet received the letter. My party will decide what to do."

Banerjee also stood by Birbhum district TMC president Anubrata Mondal, against whom the EC has threatened to take legal action, saying, "They (EC) want Anubrata to be arrested and not Salim (CPI-M MP) and Sujan (CPI-M candidate from Jadavpur Assembly constituency).

"Buddha (former chief minister Buddhadeb Bhattacharjee) will be not be arrested in the Nandigram case. They will only say, go and arrest Anubrata.

EC serves showcause notice to Mamata for violating model code of conduct

Kolkata, Apr.14 (ANI): In a major setback notice to West Bengal Chief Minister and TMC supremo Mamata Banerjee, the Election Commission has issued a showcause notice to her for violating the model code of conduct during her election rally in Asansol.

Asansol went to polls on April 11 and the TMC chief is accused of violating the poll code in an election rally in Asansol where she announced the creation of a new district.

Chief Election Commissioner Nasim Zaidi said that Banerjee had made certain promises to the people during her rally in Assam.

" Showcause has been issued after it was brought to the knowledge of EC that some promise was made for the creation of Asansol district," Zaidi told a press conference.

Voting for the second part of the first phase of Assembly elections in West Bengal and for the second and final phase in Assam was held on Monday amid stringent security arrangements.

This comes three days after the Election Commission directed the authorities in Assam to lodge an FIR against Assam Chief Minister Tarun Gogoi.

Modi's popularity test, Congress revival linked to Assam poll results

Never since its historical elections in the 1970s -- the peak of the Assam students' movement -- has the northeastern state generated so much interest in its polls nationally.

Among the five states going in for assembly elections in April and May, the battle for Assam is turning out to be the mother of all elections for 2016, in more ways than one.

It's a battle of prestige for both the Congress and the Bhartiya Janata Party. With the so-called 'Narendra Modi phenomenon' having failed the party in bringing any electoral success in 2015 in Bihar and in Delhi, Assam would be keenly watched to see whether the prime minister's image would sway the electorate.

For the Congress, which has just lost power in two states -- Arunachal Pradesh and Uttarakhand -- to political manipulations, a win would be an immense booster.

In a peculiar turn of events, both the Congress and the BJP face similar challenges. In no other state where elections are being held in this round are the two major national parties vying for power in a direct contest.

Both face internal dissension in the run up to the polls and need to improve their performance in the regional bastions of Asom Gana Parishad (AGP) and All India United Democratic Front (AIUDF).

Congress insiders say the party's revival in national politics would largely depend on its performance in Assam, because this will show whether it has ben able to retain the party's traditional hold among minorities and tribals.

"The Congress party's success in Bihar was only symbolic as the entire credit for it was stolen by the caste combination of Nitish Kumar and Lalu Prasad Yadav. Assam would is the real challenge," a key Congress leader from Assam told IANS on condition of anonymity.

The leader admitted that the party faced a strong anti-incumbency wave in several seats it had won in Assam in 2011 and the bigger challenge would be to make a dent in the support base of regional outfits - the AGP and pro-minority AIUDF of perfume-baron Badruddin Ajmal.

For its part, the BJP, which is exuding confidence following a favourable opinion poll earlier this week, hopes to reap dividends from voters' disenchantment in traditional Congress seats, including at least five districts where Muslims are in sizeable numbers.

According to the 2011 census, nine out of Assam's 27 districts have substantial presence of Muslim voters -- who can tilt the balance either way.

With AGP and Bodo People's Front (BPF) won over as allies, BJP thinks it has an advantage.

Dissension and desertion has hobbled the Congress.

Immediately after Congress announced its first list of Congress candidates, rebellion surfaced in key hubs like Lakhimpur, Mahmora and Duliajan.

Amia Gogoi, the Congress legislator from Duliajan, was not happy as the ticket went to newcomer Dhruba Jyoti Gogoi.

There is also usual allegation of promotion of dynasty in the Congress even at the block and assembly segment levels.

In Aamguri, Ankita Dutta, daughter of state unit president Anjan Dutta, has been fielded while in Sarupathar, ticket went to Rosenila Tirkey, daughter of sitting MLA Aklius Tirkey.

Gautam Dhanowar, son of Digboi legislator Rameswar Dhanowar, and Pallabi Saikia Gogoi, the daughter-in-law of Teok legislator Membar Gogoi also has angered grassroots workers.

Moreover, they say, BJP is trying to make inroads into the hubs of smaller tribals including Manipuris to wrest Lakhipur seat in Cachar valley.

Manipuris in Lakhipur, Sonai and Udharbond constituencies have already given the visiting BJP team from Manipur a warm welcome.

The BJP is also trying to make inroads among tribals like Rabha, Missing, Karbi, Dimasa and Rajbongshis. The saffron party's chief ministerial candidate, Sarbanand Sonowal, belongs to the Kachari scheduled tribe.

With tribal and community-wise combinations, the BJP's poll managers feel the party and its alliance partners can wrest traditional Congress seats like Marigaon, Bokakhat, Sarupathar, Golaghat, Jorhat, Majuli (ST), Haflong (ST), Bokajan (ST), Howraghat (ST), Diphu (ST), Sonari, Sibsagar, Duliajan and Digboi.

But there are factors which pose a challenge to the BJP-led saffron alliance.

"In many constituencies, BJP is still considered a party of traders and will not be acceptable to a large section of the Assamese electorate," says Assam pradesh Congress chief Anjan Dutta.

The BJP counters this saying things have changed. The party is playing national security card to the hilt and has pledged efforts to seal the borders with Bangladesh to prevent infiltration.

In the 2014 Lok Sabha polls, the BJP riding on the Modi wave, won seven of the 14 seats in Assam and had increased vote share to 36.6 per cent, Sonowal said.

"The alliance now expects that in the upcoming polls, the BJP's vote share in Assam will jump to 44-45 percent," said BJP leader Kailash Vijayvargiya.

This confidence is also guided by the fact that in 2014, the Congress vote share had declined to 29.9 percent from 39 in 2011. Recent polls, though, predict the Congress vote share in 2016 would be around 37 to 39 percent.

Rahul Gandhi to address three rallies in Assam today

Guwahati (Assam), Mar. 31 (ANI): Ahead of the Assam assembly polls, Congress vice president Rahul Gandhi will address three election rallies in Tinsukia, Dibrugarh and Tezpur districts.

Earlier, Gandhi had addressed three rallies in Karbi Anglong, Karimganj and Cachar districts of Assam.

Congress president Sonia Gandhi yesterday addressed two rallies in Amguri and Biswanath districts of Assam.

Candidates are leaving no stone unturned to win the trust of voters, promising better road connectivity and employment opportunities.

The main issues coming to the fore are illegal immigration, corruption, recognition of tribals, and river bank erosion.

With less than a week for the first phase of polls, voter awareness drives are being carried out through different media to educate citizens about the electoral process. Assam has a total of one crore 98 lakh voters.

Meanwhile, to increase voter turnout and encourage ethical voting, the Election Commission is running a high-pitch campaign across Assam with special focus on young voters and women.

Earlier, Rahul Gandhi while addressing a rally in Diphu of East Karbi Anglong district questioned Prime Minister Narendra Modi's tall promises for turning the fortunes of the state.

Earlier last week, highlighting his agenda of development, Prime Minister Narendra Modi campaigning in the Rangapara district of Assam, came down heavily on the Congress regime and alleged that the ruling party in the state has betrayed the people and their aspirations in the last 15 years.

In Assam, polling for the first phase of polls will be held on April 4 for 65 seats. The scrutiny of nomination papers was held on March 19 and March 21 was the last date of withdrawal of nominations.

Assam has a total of one crore 98 lakh voters. The Election Commission has announced two-phase voting for the 14th Assam assembly elections on April 4 and 11, while the votes will be counted on May 19. The tenure of the Tarun Gogoi led- Congress government comes to an end in June.

Modi insulting Assam, BJP-led alliance communal, divisive:Sonia

Sivasagar/Amguri, Mar 30 (PTI) Slamming the BJP-led alliance in Assam as coming together of "two dangerous forces of communalism and divisiveness", Sonia Gandhi today accused Prime Minister Narendra Modi of "insulting" people of the state and going back on promises of development.

The Congress President also took potshots at the Prime Minister for his remarks linking his humble origin as a tea seller with Assam tea and said "those working in the tea gardens as well as tribals are asking when will the good days (achche din) come." 'Achche din' was Modi's poll slogan in 2014 Lok Sabha polls.

Repeatedly claiming "insult" of Assamese and North-East people by BJP, Gandhi said the composite culture of the state was in "danger" and if BJP-AGP-BPF alliance government came to power in the state, the "era of peace and development", which she claimed was brought during the 15-year-rule of Tarun Gogoi in the state, would be under "threat".

Talking at length about the contribution of Congress in bringing peace and prosperity in Assam, Gandhi said "this time the composite culture of Assam is in danger because two dangers have come together here. One is communal and the other is divisive."

Positioning Congress as the counter-force to these powers, Gandhi asked, "Why so they oppose the Congress party and its workers? Because they know it well that Congress represents all sections of the Assamese society. They know that in 15 years of Gogoi's rule, Assam has emerged as a peaceful and progressive state."

"When they had ruled the state, it was known for anarchy and extremism. If such people came to power, the era of peace and development which continued for last 15 years will come under threat."

BJP's ally was in power in Assam twice in the past.

She alleged "discrimination" against Assam by Modi government, and said, "Afterall, why brothers and sisters of North East and Assam are being insulted so much? Why Tarun Gogoi is being insulted this much? Why people of Assam are being insulted so much.?

Gandhi's emphasis on the alleged "insult" of Assam, Assamese and the state Chief Minister is somewhat akin to the strategy adopted by Nitish Kumar in Bihar, who had made an issue out of certain remarks by Modi projecting them as insult of Bihar. .
