Delhi zoo to get Himalayan black bears

Adding new members to its family, Delhi zoo is all set to welcome two male Himalayan black bears from Himachal Pradesh.

"We have four female Himalayan black bears. We were looking for a male and Himachal zoo has decided to provide us with two male Himalayan black bears. They will reach the National Zoological Park soon," Riyaz Khan, zoo curator said.

Himalayan black bear, also known as moon bear or white-chested bear, can be found in the northern parts of Indian subcontinent, Korea, northeastern China, Japan and Taiwan.

"They are reproductively compatible with several other bear species and have on occasion produced hybrid offspring as well," he said.

The zoo, meanwhile, will send three brow-antlered deer to Chandigarh.

"We are sending three Sangai (brow-antlered deer) to Chandigarh and getting three Chinkara (Indian gazelle) in return as part of the exchange programme," Khan said.

The zoo has 3 Chinkara and 37 brow-antlered deer, as per the 2015 inventory report.

Delhi government to launch premium bus service

Delhi Chief Minister Arvind Kejriwal on Tuesday said the government will announce in two or three days a premium air-conditioned bus service.

"It will be a fully air-conditioned premium bus in which no standing passengers will be allowed," he said.

Kejriwal admitted that it was "difficult for people who drive cars to switch to public transport. The bus aggregator policy is targeted to bring such people to use public transport".

He said the government would engage private players for the new service.

Speaking at a conclave on "Our Right to Clean Air", Kejriwal said the government would buy 3,000-4,000 buses in the coming year to improve Delhi's public transport system.

The problem, however, would be to find space to park them.

"The government has no land to park thousands of buses. According to our estimate, the government needs at least 500 acres of land to park 10,000 buses.

"But the DDA is asking Rs.4 crore per acre which will be very expensive for the government," he said, adding that his government had suggested the DDA to lease the land at Re.1 per acre.

He said elevated bus corridors would be built in the city for undisturbed movement of buses.

"There will be dedicated bus lanes so that the buses also reach their destination on time like the Metro. Cars can also run on these lanes after paying a fee."

Clarifying why the government exempted two-wheelers from the odd-even scheme since they too contributed to pollution, Kejriwal said there would be "utter chaos" in Metro and buses if this was not done.

"When we were analysing the performance of odd-even phase 1, we found out that the ridership in metros and buses increased only marginally. The main reason for this was that many people car-pooled.

"But this would not be the case with two-wheelers. If we ban them, there will be anarchy and utter chaos in Metro and buses."

He said two-wheelers would be covered by the odd-even scheme only after a sound public transport system was put in place.

"There are over 40 lakh two-wheelers in Delhi. If we ban them they would switch to bus or Metro, which means additional load of lakhs of passengers. We are not prepared to deal with it."

He said the Delhi government was doing more than the odd-even scheme to fight air pollution.

"Odd-even is mostly in the news because it affects the common man directly.

"We are also cracking the whip on PUC (pollution under control) centres which issue fake certificates, have banned waste burning, building green patches on dusty roads and (doing) many other things," Kejriwal said.

The Centre for Science and Environment organised a two-day conclave where activists and experts showcased the action taken in various cities to fight air pollution.

Odd-even: Delhi Govt. cracks whip on 'overcharging' Ola, Uber cabs

New Delhi, Apr. 19 (ANI): As many as 18 cabs from Ola and Uber were impounded on Tuesday by the Delhi Transport Department for charging more than the prescribed limit during the odd-even scheme which is underway in the national capital.

The move follows after a warning by Chief Minister Arvind Kejriwal, who yesterday assured strict action, including impounding of cabs, if the app-based taxis were found charging more than the prescribed rates.

Ola and Uber had announced that they were suspending the surge pricing after the Delhi Government's call of strict action.

However, Uber did not specify if the surge pricing would resume after the second phase of the odd-even traffic scheme ends on April 30.

It pledged to work with the Delhi Government to provide reliable mobility solutions to people in the city.

Ola cab services also announced rollback of peak pricing in Delhi- NCR.

The Delhi Government yesterday directed the impounding of taxis charging exorbitant fare from the public.

Transport Minister Gopal Rai had said that apart from impounding taxis, they would also seize the licences of the taxi drivers and cancel their permit.

He said the order was applicable to all kinds of cab services including online aggregators as well as private taxis, radio taxis and black-and-yellow taxis.

The demand for taxis has shot up on account of the odd-even traffic scheme that started on April 15 and will run till April 30.

Under the scheme, aimed at battling pollution, diesel and petrol driven private vehicles with odd registration numbers can ply only on odd dates and those with even registration numbers on even dates.

Passengers complained that taxis were over-charging taking advantage of the scheme.

Kejriwal warns of strict action against Ola, Uber taxis

New Delhi, Apr 18 (PTI) Delhi Chief Minister Arvind Kejriwal today warned of "strict action" against app-based taxis, including cancellation of permits and impounding of vehicles, for charging fares more than the rates prescribed by the government.

"Strict action, including permit cancellation and impounding of vehicles, will be taken against app-based taxis which charge fares more than government-prescribed rates (sic)," Kejriwal said in a tweet today.

The move comes after the government received some complaints against the app-based taxi service providers Ola and Uber of hiking the fares exorbitantly during rush hours.

The rates were allegedly also hiked today, the first full working day of the fortnight-long odd-even scheme when offices, schools and other institutions reopened after an extended weekend.

Transport Minister Gopal Rai made an appeal to the commuters to register their complaints at 011-42400400 against exorbitant fares charged by the app-based taxi service providers.

"If we receive complaints against arbitrariness of any app-based taxi service, we will impound their vehicles," Rai said.

Earlier in the day, Kejriwal pooled in Rai's car to reach his office at Delhi Secretariat.

Heavy traffic was witnessed at ITO and near Akshardham in the morning hours on the first working day after the road-rationing scheme was rolled out on April 15.

"Today is the real test of odd-even. Like the first phase of the scheme, we all will have to make its second phase a success," Rai said.

'Protesting' Vijay Goel fined for violating Odd-Even rule

New Delhi, Apr. 18 (ANI): Continuing his tirade against the Aam Aadmi Party (AAP) Government, BJP leader and Rajya Sabha MP Vijay Goel on Tuesday violated the Odd-Even scheme as a mark of protest following which he was penalised by the traffic police.

"I don't oppose the Odd-Even scheme rather I oppose the amount of public money being used by the Kejriwal government to advertise it. If they remove those advertisements, I won't protest with regard to this scheme," Goel told ANI.

Goel earlier met Transport Minister Gopal Rai during which the latter urged him to refrain from breaking the rule.

The former Delhi BJP president had yesterday announced that he would violate the Odd-Even rule on Monday as a mark of protest against the scheme which he alleged is a 'publicity stunt' by Chief Minister Arvind Kejriwal.

Rai had earlier said if Goel violates the rule then he will be treated like any other offender and penalised.

'Puppychino'-the first ever dog cafe in Delhi

New Delhi, Apr. 16 (ANI): Making time for human friends is easy because they all can hang around with each other in millions of cafes present in the town, but spending quality time with pets is only possible while we take them out for a walk.

However, now the reality has changed as a unique initiative has been taken by two pet lovers who have opened a dog cafe named 'Puppychino', meant for you and your beloved dog.

The cafe, which is located in Hauz Khas area of the national capital, saw an amazing turn out on the very first day of its existence.

"I used to feel guilty leaving my pets behind when I had to go out. So, that's when the idea triggered that I should start something like this where I can play with other pets and get my pet along as well," Naini Tandon, owner of Puppychino, told ANI.

Mallika Tandon, co-owner of the cafe, said, "The most difficult thing about making the existence of the cafe possible was to tackle people's perception about animals. A lot of people judged us in the beginning."

Elaborating on the services of the cafe, the owners said that it has a separate play area for dogs and a restaurant with two different menus, one for dogs and one for human.

The cafe also has a shopping section for dogs and their owners where one can buy merchandises for their pets.

Time limit in arbitration will help speedy disposal: Mudgal

New Delhi, Apr 17 (PTI) Introduction of time limit for arbitration proceedings in the new ordinance in this regard will help in quick resolution of disputes, according to former Delhi High Court judge Mukul Mudgal.

"This will help in quick resolution of disputes. If the counsel could prepare the claim in advance and present it in the first sitting itself, a lot of time and sittings can be saved," he said during a panel discussion on 'Changing landscape of arbitration in India' here.

According to the new Arbitration and Conciliation (Amendment) Bill 2015, an arbitral tribunal is required to render an award within 12 months from the date of appointment of arbitrators, which can be extended for a further period of 6 months by agreement of the parties.

Justice Mudgal also said if an award is not made within this time period, the mandate of the arbitrators automatically terminates and an extension can only be granted by courts.

He termed the amendment well-intended saying it sends a positive message regarding arbitration in India.

Besides him, senior advocate Amal Kumar Ganguli; Devdas Baliga, vice president (legal) Coca-Cola India and Southwest Asia; and Sanjeev K Kapoor, partner (dispute resolution) at Khaitan and Company took part in the discussion.

Ganguli said an arbitration is as good and as bad as an arbitrator.

"But unfortunately, certain arbitrators nominated by the parties act as their counsel," he added while discussing the new aspects of the legislation.

Baliga said capping of fees in the amended act is a boon to clients as it helps in managing the budget.

"Disputes affect the business. It takes away the focus of the firm as without capping, we would have no idea how much to pay," he said.

The ordinance provides a cap on the fees to be paid to an arbitrator, barring international commercial arbitrations and institutional arbitrations.

Roll back fee hike: Sisodia to pvt schools

New Delhi, Apr 16 (PTI) Deputy Chief Minister Manish Sisodia today accused city private schools of "playing" with the Supreme Court orders and Right to Education Act by hiking fees without the government's nod and ordered a roll back.

Sisodia directed the Director of Education Department, which he heads, to take necessary action against the "errant" schools that have not only hiked fees but also "compelled" students to buy books from private publishers.

Sisodia's communication to the Director of DoE came after his meeting with parents of students studying in Delhi Public School Mathura Road and Rohini branches, who complained of fee hike. It is mandatory for schools built on government land to take permission before raising fees, he said.

"By hiking fess, these schools are playing with the orders of the Supreme Court and Right to Education Act. Strong warnings should be issued to these schools with directives that they roll back the fee hike and return the amount they to parents who have already paid.

"I have also received a complaint that these schools compel students to buy books from private publishers. This is not only against the principles of education but also a violation of the recent guidelines issued by CBSE," he said.

The Deputy CM warned anything to the contrary will invite strict action from the government.

Government had recently issued show-cause notices to two branches of Maxfort School (Pitampura and Rohini) for alleged "financial bunglings", asking why it should not take over their managements.

RSS, BJP want odd-even to fail: Kejriwal

New Delhi, Apr. 16 (ANI): With the second day of the second phase of the odd-even scheme underway in the national capital, Delhi Chief Minister Arvind Kejriwal on Saturday came out guns blazing on the Bharatiya Janata Party (BJP), accusing them of wanting the traffic-control formula to crash and burn.

"BJP appeals ppl to break odd-even. BJP auto union calls strike.BJP wants odd- even to fail. But Del will fail BJP. In Jan too, BJP tried to fail odd-even by orchestrating officers' strike. Ppl failed BJP n made odd-even success," Kejriwal said in a series of tweets,

However, he asserted that the people of Delhi will once again place their trust in the Aam Aadmi Party (AAP) in the next Assembly polls causing the BJP to fail yet again.

Kejriwal's blistering attack came in response to BJP leader Vijay Goel asserting that he will violate the odd-even scheme and that he was ready to pay the fine of Rs 2,000, imposed on violators, for the "symbolic protest".

"The CM is spending public money worth crores on advertisements. This is the tax payers' money and no one is saying anything about it," he said.

Goel went ahead and dared Kejriwal to 'permanently' impose the scheme if it was actually successful.

Echoing similar statements, former chief minister Sheila Dikshit accused Kejriwal of heavily publicising the scheme in a blatant attempt to fool the public into believing that the formula was a raging success.

"I really don't see any benefit here. This is nothing, but inconvenience. They should have gone ahead with the programme only if they honestly thought it was a success. They should also ensure adequate transportation to people, which is not there right now. Half of the buses are broken down, how are people supposed to travel now," Dikshit told ANI here.

She further accused Kejriwal of going out of his way to publicise the scheme, saying that the Chief Minister was trying to make the scheme sound like a one of a kind, never heard before formula.

The second phase of the scheme which began yesterday saw around 1,311 challans being issued against violators, showing there would be stricter enforcement during the 16-day phase II of the road-rationing measure and fairly empty roads were seen with mostly odd-numbered cars indicating high compliance.

Auto, taxi unions give call for strike on Monday

New Delhi, Apr 15 (PTI) With the second phase of odd-even scheme rolling out today, a section of auto and taxi unions has given a call for a one-day strike on Monday to protest against app-based cab services, a move which may cause hardship to commuters in the national capital.

Rajendra Soni, who is general secretary of both 'Delhi Autorickshaw Sangh' and 'Delhi Pradesh Taxi Unions,' said that auto and black-yellow taxis will not ply on the capital's roads on Monday to protest against the app-based cab services.

Soni said the AAP government has so far not issued 10,000 new permits of autorickshaws which it had cancelled after alleged irregularities in their distribution.

"On one hand, government talks about strengthening public transport, but on the other hand it has not issued 10,000 new permits of autos so far. Besides, we have also been demanding to stop app-based taxis as their operation is illegal. They are snatching our livelihood.

"When we had met Delhi Transport Minister Gopal Rai on March 14, he had assured us to fulfil our demands within next 15 days, but till now, no decision has been taken by the government," he said.

There are around 13,000 black-yellow taxis and around 81,000 autorickshaws plying on the streets of the capital.

If they go on strike, commuters may face hardships while using public transport as the fortnight-long odd-even scheme is already in place in the capital.

Earlier this week, a section of auto and taxi unions had taken out a protest march against the app-based taxi services in the Capital.

Delhi Police increases security cover of Kanhaiya, Umar Khalid

New Delhi, Apr. 15 (ANI): The security cover of Jawaharlal Nehru University Students' Union (JNUSU) president Kanhaiya Kumar and Umar Khalid have been increased following an alert by the Delhi Police.

A threat call was received by the Delhi Police claiming that a country made revolver and six cartridges were found in a DTC bus that runs between JNU and ISBT. The driver found the bag at around 6:00 p.m. yesterday following which the cops conducted a thorough search.

An anonymous letter was also found in the bag which threatened that the heads of Kanhaiya and Khalid, who are facing cases of sedition for allegedly raising anti-national slogans at the JNU campus, would be decapitated.

Earlier on Thursday, an attempt was made to disrupt Kanhaiya's programme in Nagpur as a shoe was hurled at him when he was addressing a gathering hardly one kilometer away from the Rashtriya Swayamsevak Sangh (RSS) headquarters.

Kanhaiya was in Nagpur to participate in various programmes on the occasion Dr. B. R. Ambedkar's 125 birth anniversary celebration.

Let's resolve to make odd even a success: Kejriwal

New Delhi, Apr. 15 (ANI): With the second phase of the odd even scheme having begun in the national capital from today, Delhi Chief Minister Arvind Kejriwal has called on the people to ensure that the formula is a resounding success.

"Odd even starts today. Let's all join hands and resolve to make it a success," Kejriwal Tweeted.

Trinamool Congress spokesperson Derek O' Brien wished Kejriwal luck for the successful implantation of the scheme.

"Rise & Shine #Delhi. Good luck @ArvindKejriwal & team for Chapter Two #oddeven Do what it takes," Brien tweeted.

Delhi Metro and Delhi Transport Corporation (DTC) have announced extra trains and buses to cope up with the rise in commuters opting for public transport.

Kejriwal, earlier this week, said that the public transport needs to be strengthened before implementing the scheme on a regular basis.

According to the scheme, cars whose registration numbers end with even numbers would be off roads on even dates, while those cars with odd registration numbers would be off roads on odd dates.

The scheme will be in operation from 8 in the morning to 8 in the evening, however, the scheme will not apply on Sundays.

The VIPs, women drivers, CNG-certified vehicles, two-wheelers and those carrying the differently-abled are exempted from the scheme.

However, the exemption will not apply to Delhi Chief Minister and his cabinet colleagues as they have decided to abide by the rule.

Those found violating the scheme will be penalised with a fine of Rs. 2,000.

About 5000 civil defence volunteers will be at various traffic intersections carrying placards explaining the rules to motorists.

All forms of chewable tobacco banned for a year in Delhi

New Delhi, Apr. 15 (ANI): The Delhi government has banned the manufacture, storage, distribution and sale of pan masala, gutkha, and all forms of chewable tobacco for one year.

According to a notification issued by the Department of Food Safety, unpackaged products of chewable tobacco, too, are covered under the scope of the ban.

"The manufacture, storage, distribution, or sale of tobacco which is either flavoured, scented or mixed... and whether going by the name or form of gutka, pan, masala, flavoured/scented tobacco, kharra, or otherwise... whether packaged or unpackaged and/or sold as one product, or though packaged as separate products, sold or distributed in such manner so as to easily facilitate mixing by the consumer" is prohibited for a period of one year, the notification stated.

The ban was enforced keeping in mind that the 'item' if consumes will endanger human health and well-being and whereas if consumption of these food articles is allowed without prohibition, the well being of current and future generations will be compromised.

Delhi set for second phase of odd-even traffic scheme

The fortnight-long second phase of the Delhi government's odd-even traffic scheme, aimed at battling pollution in the national capital, begins on Friday. Chief Minister Arvind Kejriwal has sought people's cooperation for its success.

The odd-even plan for four-wheelers will continue till April 30 between 8 a.m. and 8 p.m., except on Sundays. The guidelines for the second phase are similar to those of the first phase.

However, vehicles with both odd or even registration numbers carrying students in school uniform will be exempted as also the veicles being driven by women with women or children as passengers.

Kejriwal, who has been making appeals for success of the scheme over radio and TV, said on Wednesday that the scheme could be enforced for a fortnight every month in the national capital if the second phase is also a success like the first phase was.

According to notification issued earlier this month, four-wheelers with odd registration numbers will be allowed to ply on odd dates (April 15, 19, 21, 23, 25, 27 and 29) and those with even registration numbers on even dates (April 16, 18, 20, 22, 26, 28 and 30). There will be no restriction on Sundays (April 17 and 24).

Like the first phase between January 1 and 15 this year, two-wheelers are exempt from the scheme. Vehicles entering Delhi from other states will also be in the ambit of the scheme.

But since unlike in the first phase, schools will be open and functioning this time, vehicles carrying school students have been exempted from the restrictions.

Violators will shell out a penalty of Rs.2,000, like the last time.

Elaborating on the preparations, Delhi Transport Minister Gopal Rai on Thursday said that 6,000 Delhi Transport Corporation buses would ply on various routes to ferry commuters.

"Around 4,000 civil defence volunteers would be stationed at various places across the city. Like during the previous phase, they will give roses to the violators of the scheme," Rai told reporters.

He said the traffic police will enforce the scheme and 400 ex-servicemen will work with the enforcement wing of the Delhi transport department to check violations.

Rai said that two helplines -- 01142400400 and 01141400400 -- would be operational during the scheme. Complaints can be made concerning bus service and other problems at these helplines.

Incidentally, while the scheme had started on a Saturday in the first phase in January -- a holiday for most government offices, this time too it is starting on a holiday -- Ram Navami -- followed by two more week-end holidays for most government employees.

The exemptions to the operation of the scheme include vehicles plying on compressed natural gas (CNG), women motorists and several categories of VIPs.

The vehicles of the President, prime minister, governors of all the states, chief justice of India and high courts, speaker of the Lok Sabha and chairman of the Rajya Sabha and leaders of opposition in both houses, union ministers, emergency and enforcement vehicles like ambulance, fire brigade, police will remain exempted.

No Delhi government official or minister would be exempted from the scheme.

To gauge the impact of the scheme on the capital's air quality, the Delhi Pollution Control Committee (DPCC) will monitor the ambient air quality at 119 locations in Delhi and NCR.

The Delhi government has launched an app called "Poocho Carpool" to give people more options for carpooling during the second phase of the odd-even traffic scheme.

Kejriwal urged union ministers to follow the odd-even policy voluntarily.

The Delhi government said that the Delhi Metro will make more trips per day compared to the first phase of the odd-even scheme.

"During second leg of the odd-even scheme, Metro will make 3,248 trips as compared to the first phase, where it made 3,192 trips during the day. Thirty extra coaches would also be added to the trains," Rai said.

The Delhi government has sought support from six neighbouring states in the implementation of the second phase by restricting entry of heavy diesel vehicles in Delhi.

Complainant can't be probe officer, says Delhi court

New Delhi, Apr 13 (PTI) If a complainant himself is the investigating officer, the whole probe is vitiated, a Delhi court has observed while acquitting a man found in possession of a pistol and three live cartridges without any licence.

"It is settled law that complainant cannot himself be investigating officer(IO) and if complainant himself is investigating officer, the whole investigation is vitiated," Metropolitan Magistrate Anuj Agarwal said, noting that in the present case the IO and complainant are same person.

"Thus, whole proceedings are vitiated," the judge said while acquitting Devender Khari who was charged under Arms Act.

The court relied upon the apex court judgement saying the basic principle of natural justice is violated if complainant himself is the investigating officer.

According to the prosecution, the police caught Devender, when they were carrying out a vehicle check near IGNOU in south Delhi.

The accused, who was driving a Honda City car, was allegedly found possessing a pistol and three live cartridges illegally.

The court, however, acquitted him noting there was serious infirmity in the case of prosecution.

"It is for the prosecution to travel the entire distance from may have to must have. If the prosecution appears to be improbable or lacks credibility, the benefit of doubt necessarily has to go to the accused," it said.

The court also noted that the mandatory exercise of entering the details of entry and exit from the police station by the cops was missing.

"In absence of the departure and arrival entry of the police officials, their presence at the spot cannot be believed," the court said.

"The prosecution has failed to prove the guilt of the accused beyond reasonable doubt. Hence, accused stands acquitted of the offence under the Arms Act," the court said.

During the trial, the accused had pleaded not guilty.

AAP govt offers job to Rohith Vemula's brother

New Delhi, Apr 13 (PTI) Delhi government has offered a temporary Group C level job to Raja Vemula, the younger brother of deceased Dalit scholar Rohith Vemula, on "compassionate" ground, which has not yet been accepted by him.

Raja Vemula (25), who holds a Master's degree in Applied Geology, "thanked" Delhi Chief Minister Arvind Kejriwal for the gesture but said he is yet to decide whether to accept the offer.

"We are thinking about it. My mother is also not keeping well. I am happy that Kejriwal sir has come forward. The state governments of Telangana and Andhra Pradesh should be ashamed for not taking a single step in this regard," Raja told PTI.

The communication of the Delhi government states that Raja was being offered a temporary post of Grade IV as a special case under compassionate ground in the pay band-1 of Rs 5,200-20,200 with grade pay of Rs 1,900 plus allowances.

He has been asked to respond within two weeks.

"The candidate has been given relaxation from normal procedure of selection i.e coming through employment exchange and relaxation of skill test qualification," it says. A government official said only Grade IV jobs can be offered on compassionate ground.

Asked whether he expected a better job offer, Raja said he had no such expectations when he along with his mother approached Kejriwal in February this year. The AAP Cabinet had then cleared a proposal in this regard.

"We had no such demands so we are grateful. The political advisor to the Delhi CM rang me up regarding the offer and also two Delhi Ministers. Whereas here we are not even being allowed to enter the University of Hyderabad campus," he said.
